A three phased approach is preferred. The first phase takes the project through preliminary design review and closeout. This first phase should include identifying the necessary requirements and designing a universal aviation charger. The government team will identify many of the necessary requirements in the Statement of Need. It is expected the Government and the vendor will collaborate in this first phase.  The second phase ends with critical design review and close out. This second phase should include finalizing the design and limited testing along with providing at least one prototype. Third year is prototypes and testing. Vendors interested in responding to this RFS must be members of the Expeditionary Missions Consortium - Crane (EMC2) consortium.
